Huaan Securities holds licences from China's securities regulator, the CSRC, that allow it to route Chinese investors into the Shanghai and Shenzhen stock exchanges, lend them money against their shareholdings, and underwrite bond and equity issuances for corporations — and without those licences, none of those three activities is legally possible. Every margin loan the firm extends consumes a slice of the net capital the CSRC requires it to hold, so the lending book and the underwriting pipeline are constantly competing for the same limited headroom, which makes winning fee-generating underwriting mandates — which replenish revenue without eating as much of that capital — more valuable than simply growing the loan book. Those mandates flow largely from relationships with state-owned enterprises and municipal governments that Huaan built in Shanghai before market liberalisation created most of its competitors, and a new entrant with a fresh CSRC licence cannot buy its way into that pipeline because the trust behind it took decades to earn. If Beijing were to redirect SOE financing mandates toward a different class of underwriter, or tighten Huaan's licences in sensitive sectors, the relationship pipeline that fills the firm's deal flow would empty — and a capital ceiling with nothing to allocate against it would be all that remained.

Each time a client buys or sells a share, the firm collects a commission on that trade. When a company issues new shares or bonds and the firm manages the process, it earns an underwriting fee.
